I’ve been writing this article 30 minutes here and 60 minutes there for several months (WordPress tells me I saved the first bits in March). This article started out with my being bothered by the fact that ‘OER adoption reliably saves students money but does not reliably improve their outcomes.’
As the movement grew and more people began advocating for the adoption of OER in place of traditionally copyrighted materials in classes, some advocates chose to make cost the primary focus of their advocacy. I spend most of my time doing fairly tactical thinking and working focused on moving OER adoption forward in the US higher education space. In this vision of the world, OER replace traditionally copyrighted, expensive textbooks for all primary, secondary, and post-secondary courses. My end goal isn’t to increase OER adoption.
When students who can’t afford their textbooks have to borrow them from friends or check them out from the library, they’re likely receiving an insufficient dose or duration of use. When students without friends in class or time to get to the library try to get by without using textbooks at all, they’re receiving no dose whatsoever.

Best of all the same article can be transformed by grade level or lexile.
But how do they compete with resources like MOOCs and OERs that have made high quality course content from respected university professors available for free? When students started migrating towards used textbooks, rentals, MOOCs and OER due to the high prices of printed textbooks, it affected the revenues of traditional book publishers.
