This is the middle section of my September 19, 2024 presentation, Why Open Education Will Become Generative AI Education. Or, using the language I introduce below, from “traditional OER” to “generative OER.” And significantly more dramatic impacts are possible if we will reach for them.
2024 ) provide a comprehensive catalog of ways that generative AI might harm education. Large OER publishers like OpenStax, Lumen, and CMU OLI spend a significant amount of time and money creating open content. An OELM includes a curated collection of OER that the model uses for retrieval augmented generation (RAG).
To hear some OER advocates describe it today in 2024, the same format that was being used in the late 2000s – traditional-looking textbooks published under open licenses – is the state of the art when it comes to open educational resources. And that’s essentially where innovation stopped.

David Wiley, a pioneer of open education resources who co-founded Lumen Learning , a for-profit company that supports OER efforts, sees one place where textbooks could actually be vanquished by openly licensed alternatives: community colleges. I think that the biggest barrier is just that people don’t know that OER exists.
For many years now what people call OER advocacy has actually been “zero textbook cost” advocacy. So for the last decade or so there has been a lot of energy devoted to either “OER programs with a laser focus on cost savings” or “zero textbook cost” programs.
